In a landmark development for telecom infrastructure, West Bengal has formally adopted the central Telecommunications (Right of Way) Rules, 2024, notified by the Government of India under the Telecommunications Act, 2023. These rules have come into effect in the State from January 1, 2025, replacing the earlier West Bengal Telecom Infrastructure Guidelines, 2023.
Through the Anumati Single Window Clearance System (a dedicated portal aligned with the national framework), the State now provides uniform, time-bound, and transparent approvals to telecom service providers and infrastructure providers for establishing both overground and underground telecom infrastructure, including optical fibre cables, mobile towers, ducts, and related facilities. This streamlined mechanism simplifies application submission, real-time tracking, and approvals — typically within defined timelines (around 60–67 days), with provisions for deemed approval in case of delays. The initiative is expected to significantly accelerate BharatNet expansion, 5G rollout, fibre connectivity in rural and urban areas, and overall digital infrastructure growth while enhancing ease of doing business.
This forward-looking step, welcomed by Union Minister Jyotiraditya Scindia, reinforces West Bengal’s commitment to building a robust digital ecosystem and positions the State as an active participant in India’s nationwide telecom and broadband revolution.
